Roanne Osborne, MD, MBA
Dr. Roanne Osborne is a Lean Six Sigma certified Physician Executive (CPE) with experience in health care transformation both in clinical and health plan leadership roles.
Having practiced Family Medicine for 20 years, including in Federally Qualified Health Centers (FQHC) and Dr. Osborne is passionate about increasing health care accessibility and has been an advocate at the state and federal levels. She combines data analytics, Lean principles, and clinical experience to improve the efficiency and effectiveness of healthcare delivery.
Dr. Osborne most recently served as VP of Medical Management for Wisconsin-based Quartz Health Solutions serving 350,000 members, where she provided strategic direction and leadership for the care management function, including quality assurance, utilization management, compliance, and best practice adoption in Managed Care and Medicaid Managed Care lines of business.
Her previous roles as Senior Medical Director for MDwise Marketplace, Associate Medical Director for Neighborhood Health Plan of Rhode Island, and Medical Director at Duffy Health Center included responsibility for large-scale operational transformation of prior authorization processes, physician leadership for a PCMH program, UM data analysis and trends, provider education and analytics, credentialing oversight, program development, clinical medical policy creation and review, liaising with behavioral health, and medical consulting for process improvement.
As Clinical Assistant Professor, Family Medicine, Dr. Osborne instructed at the Warren Alpert Medical School of Brown University from 2010 to 2017. She also served on the American Academy of Family Physicians Commission on Governmental Advocacy as well as co-chairing the Centers for Medicare and Medicaid Services’ (CMS) Advisory Panel on Outreach and Education (APOE).
Dr. Osborne holds Health Care Quality & Management (HCQM) Certification as well as a Degree of Fellow of the American Academy of Family Physicians and Degree of Fellow of the American Society of Addiction Medicine. She lives in Wisconsin and in her spare time enjoys travel, long distance running, and playing the piano and guitar.
